HUNTSVILLE, Ala. — Struggling to keep his emotions in check, the chief of the National Oceanic and Atmospheric Administration on Tuesday defended President Donald Trump’s administration and thanked forecasters who contradicted the president’s claims about Hurricane Dorian threatening Alabama.
