Fed cuts rates for a 3rd time but signals it will now pause

WASHINGTON — The Federal Reserve cut short-term interest rates Wednesday for a third time this year to try to support the economy. But it signaled plans for no further cuts unless it sees clear evidence the economic outlook worsens.
