Feds: 2 skydivers joined doomed flight at last minute

FILE - This Sunday, June 23, 2019 file photo released by the National Transportation Safety Board shows NTSB investigator Eliott Simpson briefing NTSB Board Member Jennifer Homendy at the scene of the Hawaii skydiving crash near Waialua, Hawaii on Oahu’s North Shore. The National Transportation Safety Board says a witness to the crash that killed 11 people reported the plane’s engines sounded normal before takeoff, but shortly after the plane left the ground it became inverted and crashed nose down. The NTSB’s preliminary report was released Tuesday, July 9, 2019. No cause for the crash was given, which is typical for preliminary reports. (National Transportation Safety Board via AP, File)
