Hawaii County could soon have its 11th sister city — and second such government-to-government relationship in the Philippines.

The County Council’s Governmental Relations and Economic Development Committee voted 9-0 to establish a sister-city relationship with Cabugao, a municipality of Ilocos Sur province. The resolution requires one more vote at the council level.

Testifiers speaking in support of the measure noted the history of the island’s Filipino immigrants, many of whom they said came from this area. Ormoc City is another sister city in the Philippines.

The agreements are intended to build close ties between municipalities.

Other sister cities are located in Japan, Chile, South Korea and La Reunion, a French island in the Indian Ocean.
