The Kapiolani Street extension is set to open this afternoon.
A blessing of the completed work, which closes a 0.5-mile gap between Lanikaula Street and Mohouli Street, is planned for 11 a.m.
Groundbreaking on the project took place in March 2015, and it initially was set to take 14 months to complete. Rain last September delayed the work, which was next set to be complete by the end of summer.
In addition to creating the new roadway itself, the project installed traffic lights at Mohouli and Lanikaula, bike lanes, a turning lane, curbs, gutters and sidewalks.
The $13.6 million contract was awarded to Isemoto Contracting Co.
Hawaii County Council later approved appropriating $500,000 to address additional costs after unstable soil was found at the site of a new bridge across Waiakea Stream. The soil was replaced with a rock mixture.
The final cost of the project is still to be determined, according to county Department of Public Works spokesman Barett Otani.
