Factors the Hawaii County Public Access, Open Space and Natural Resources Preservation Commission considers include historic and culturally important features; outdoor recreation and education; public access to beaches for mountains; preservation of forests, coastal areas, and natural beauty; and protection of natural resources and watersheds.
