LIHUE, Kauai (AP) — A 35-year-old Kapaa man is under arrest, charged in an animal cruelty case involving emaciated dogs, including one that died.

LIHUE, Kauai (AP) — A 35-year-old Kapaa man is under arrest, charged in an animal cruelty case involving emaciated dogs, including one that died.

Russell Soares was arrested Dec. 10 after the dead dog and several emaciated dogs were found on the property at the Wailua Homesteads. He is charged with two misdemeanor counts of cruelty to animals.

The Kauai Humane Society responded to the property 26 times starting in 2011 and leading up to the December visit that resulted in the arrest.

The dogs removed from the property in December have recovered well, said Humane Society officer Mana Brown, who responded to the dog abuse complaint.
