Police have charged 31-year-old Dylan Jessen Gapp of Hawaiian Paradise Park with numerous firearms offenses and violation of a court order.
The East Hawaii Crime Reduction Unit on Friday charged Gapp with four counts of prohibited possession of a firearm; three counts of prohibited possession of ammunition; manufacturing, purchasing or obtaining firearm parts to assemble a firearm having no serial number (ghost gun); criminally negligent storage of a firearm; illegally carrying a handgun; illegally carrying ammunition; carrying a loaded firearm on a public road; and two counts of violating a protective order.
Bail for these charges was set at $67,000.
Gapp also was arrested and charged on a bench warrant for failure to appear, stemming from a previous terroristic threatening case. Bail for the warrant was set at $10,000.
The charges against Gapp stem from two separate incidents involving firearms, police said.
The first occurred on April 6, when Gapp was arrested and charged for DUI and other traffic-related offenses. Following the arrest, a Manono Street business in Hilo reported to police it found a loaded pistol and other personal items within a public restroom.
Review of the businesses video surveillance identified Gapp as the suspect in that case, police said. Because Gapp is prohibited from possessing a firearm, the East Hawaii Crime Reduction Unit obtained a search warrant for Gapp’s Hawaiian Paradise Park home.
The search warrant was executed on April 12 on Gapp’s residence, leading to the recovery of a loaded un-serialized AR-15 type rifle (ghost gun) and various ammunition.
Gapp surrendered to police without incident upon his return home that morning.
He’s free after posting $77,000 bail.
