The Hawaii County Council passed a resolution Wednesday requesting the state to expand its animal abuse law.
The proposed amendment would require owners to use a tether at least 5 feet long when tying up their dog. Any tether that entangles, endangers or harms a dog or limits its movement to an unsafe or unsanitary condition also would be prohibited in the request.
Kohala Councilwoman Margaret Wille introduced the resolution.
