Bills that would have expanded voting by mail and made registering to vote more automatic when renewing a driver’s license appeared to have died in the legislative session that ended this week.

House Bill 1653 would have required the state Office of Elections to start a vote-by-mail program incrementally, beginning on Kauai.

HB 401 would have required residents to register to vote when renewing their driver’s license unless they opt out.

Neither made it through conference committees.
