HONOLULU (AP) — The Hawaii Community Development Authority has finalized an amended development permit to start construction on condominium towers in Kakaako.
The authority signed a permit Wednesday that requires construction to start on the moderate-priced branch of the development before a luxury tower can be occupied at Ward Village.
The decision comes after months of meetings with the developer, the Howard Hughes Corp. The company had hoped to convert its 2013 permit for the luxury tower so that rental apartments could satisfy an HCDA affordable-housing rule instead of condos.
Under the original permit, 375 units in the 424-unit tower were to be moderate priced. Hughes Corp. wanted to provide moderate-priced units for 15 years and then reduce the number, building affordable condos as needed as late as 2018.
