Hawaii to begin new teacher evaluation system
HONOLULU (AP) — A new evaluation system will greet Hawaii’s teachers when the school year begins.
After a pilot period, the evaluations will be used to tie salaries to teacher performance. Hawaii promised to institute these policies as part of reforms it’s pursuing with a $75 million federal Race to the Top grant.
But the state has struggled to put them in place amid objections from the teachers union.
The Honolulu Star-Advertiser (http://ow.ly/mDqZJ ) reports that how much a teacher’s evaluation will be based on test scores versus student surveys and classroom observations will depend on job assignment.
Teachers rated as effective or highly effective will be eligible for pay increases. Those who are rated as marginal will get a chance to improve and appeal the rating. Unsatisfactory ratings can lead to termination.
