Police Chief Harry S. Kubojiri has announced three promotions to the rank of captain, effective June 16.
Burt Shimabukuro, now the Vice Section lieutenant in East Hawaii, will be captain of the Ka‘u District. He joined the department in June 1987 and worked as a patrol officer in Kona and Puna and a vice section detective in East Hawaii. After being promoted to lieutenant in 2008, he was assigned first to South Hilo Patrol, then to the Special Response Team and, most recently, to the Vice Section.
Kenneth Bugado, who is now the lieutenant in charge of the department’s Accreditation Section, is promoted to captain in charge of the Criminal Intelligence Unit and the Office of Professional Standards. Bugado, who joined the department in February 1989, served as a patrol officer in Kona and Hamakua, a sergeant in Ka‘u, and a detective in the Internal Affairs/Criminal Intelligence Unit before he headed the Accreditation Section, which earned the Hawaii Police Department accreditation from the Commission on Accreditation for Law Enforcement Agencies Inc., last November.
Randal Ishii, who has been the lieutenant in charge of the Records and Identification Section since September 2006, will be captain of Kona Patrol. Since joining the department in February 1990, his career has included patrol duties in Puna and South Hilo and detective work in the Criminal Investigations and Juvenile Aid Sections in East Hawaii. He was lieutenant in charge of the Juvenile Aid Section in West Hawaii before his Records and Identification assignment.
